Multi-level in-prison radicalisation prevention certification programme

Developed through an interactive process of concerted transnational cooperation between academia, private sector research, correctional sector representatives and practitioners, the R2PRIS project addresses radicalisation and extremism in prisons by enhancing the competences of frontline staff to identify, report and interpret signals of radicalisation and respond appropriately.


Promoted by the BSAFE LAB Law Enforcement, Justice and Public Safety Research and Technology Transfer Laboratory of Beira Interior University, Portugal in partnership with IPS_Innovative Prison Systems, Portugal, the West University of Timisoara, Romania, the National Prison Administration, Romania, the General Directorate of Prisons and Detention Houses, Turkey, the Belgian Prison Service, the Norwegian Correctional Service, the EuroPris and the ICPA,, this project has resulted in several outputs, namely a methodological framework, a radicalisation screening tool, a training curriculum and programme, an e-Learning training course, and a train the trainer course (certification programme).


The R2RIS certification programme

The R2RIS certification is a capacity-building programme for professionals who work at different levels of the prison administration in using the radicalisation assessment tools. The certification enables those professionals not only to identify risks, screen and assess inmates that may be at risk of radicalisation but also to teach their colleagues how to use the R2PRIS Radicalisation Prevention Toolset.

The “Radicalisation Prevention Toolset” consists of three assessment instruments aimed at supporting a self-reflection and action planning process and/or collecting data about the risks that may exist: (1) related to the prison environment; (2) among prisoners; (3) at the individual level.

Hence, there is an assessment instrument for each dimension: the Helicopter View (HV), the Frontline Behavioural Observation Guidelines (FBOG), and the Individual Radicalisation Screening (IRS).

The certification consists of a b-Learning training programme (both online and classroom), as well as follow-up coaching. The trainees have access to the R2PRIS methodological framework, training materials, the radicalisation risk assessment tools (including the user’s manuals, response forms and results’ report sheets), online resources and a complete online training course. The certification is required due to potential security and ethical concerns.
